Q Is some of your success due to the goodwill you’ve already established by working with the Chinese for so many years?

A I think so. The Chinese are very pragmatic and very practical. I’m very much the same way. We have a common style and common understanding. If I’m in China, it’s because something needs to get done or be fixed or pushed along, or rectified in some way. It doesn’t mean you’ll always succeed. But you start with a base of mutual respect and mutual knowledge.

Q Do you see any movement toward democracy?

A There is no history of democracy in China. If China is ever going to move toward something akin to democracy, or greater political pluralism, that will have to be accomplished by the Chinese people themselves. It will not be imposed from the outside.

My view—and President Clinton’s, as well—was always that the United States can help this process by integrating China’s economy with that of the world, to bring greater prosperity to the Chinese people, and in turn give them more tools to make their own choices. WTO membership has helped bring about greater prosperity in China, in part because it has better aligned China’s economic reforms with those of most WTO members, and has created an environment of greater openness to trade and investment. How the growth in national income is divided among its people is a matter of Chinese domestic policy. But in terms of increasing the overall size of the pie, there is nothing as effective as trade.

Q You’ve said in the past that you don’t eat everything the Chinese serve at banquets. A If I can’t identify the species, it stays on my plate.

Q Do you worry about offending your hosts?
A The Chinese have been around 5,000 years. Why should I worry
about offending them? ■
